"DFO, the Council of Haida Nations and Parks Canada have spent some time reaching agreement on a Pacific Herring Recovery Plan, which is sorely needed for a herring population locked in low biomass and low productivity. This Plan clearly states overfishing as the cause and commits to maintaining fishing closures and Spawn on Kelp harvest only, and only after measured recovery.
